The authorities promised Gosuslug users access to ChatGPT. The head of the Ministry of Digital Development, Maksut Shadayev, announced plans to introduce such technology. According to him, all consultations on the platform will be performed by artificial intelligence, which will be able to fill out the necessary applications for a person. However, as the department later clarified, it was about the Ministry of Digital Development’s own development, the first version of which is already used at State Services.

The Max 2.0 robot will supposedly speed up assistance to users and advise Russians, answering specific questions in short and understandable sentences. Will this make life easier for users? The founder of Alternative Technology Future, Edgar Grigoryan, is optimistic:

“If you set the right patterns, that is, configure the ChatGPT neural network accordingly, it can perform absolutely all tasks. Answer questions from residents and send any documents upon their request. Moreover, it is capable of diving into the essence, that is, you can upload a file and get advice from the AI.”

As reported by the Ministry of Digital Development, they plan to introduce a Russian-developed language model. They cited YandexGPT or GigaChat from Sber as an example. The head of Content Review, Sergei Polovnikov, believes that there may be more possible suppliers:

“The Ministry of Digital Development is implementing a Russian development, unfortunately, it does not say whose product it is, since it is at the stage of signing an agreement. But, I think, it will be one of four companies: Yandex, Rostelecom, Sber or VK. These are the companies that can launch the necessary service quickly enough.

The question of the timeliness of this decision is still open, because after all, Gosuslugi is more of a portal for receiving services than consultations. But this will significantly lower the barrier to entry into digital services for the older generation, who may have a lot of questions when they enter the portal, and they do not always have someone nearby who can help.

This will also significantly reduce the load on telephone lines, where, again, the older generation usually calls, this is just an additional tool.

Well, the fact that they called it “2.0” means that they are really moving from a simple scripted, conversational platform, where a few clearly asked questions are given preset answers, to more flexible platforms.

The Ministry of Digital Development reported at the end of 2023 that Gosuslugi would have a technology that would automatically fill out user applications. The project is going to be launched this year, but so far in test mode.
