Three weeks have passed since Likud Chairman Benjamin Netanyahu received the mandate to form a government from President Yitzhak Herzog, but despite his hope to finish the job in a short time it turned out to be wrong.

So far, Netanyahu has only managed to agree with the three elements of the religious Zionist list (Smotrich, Ben Gabir and Mouz) the annexes of the positions that their parties will receive, without signing full coalition agreements.

However, the summaries between the Likud and Shas Chairman Aryeh Deri have actually already been completed but not yet signed, because the parties are awaiting the conclusion of negotiations with Torah Judaism.

Netanyahu is finding it difficult to reach agreements with the various factions in Torah Judaism, both on the issue of division of duties and on the promotion of policies and legislation such as the exemption from conscription for yeshiva members.

Netanyahu’s first term of office will end this coming Saturday, which will make it very likely that he will ask President Herzog for an extension of 14 days, a request that is expected to be answered in the affirmative.

Who will be the speaker of the Knesset?

The immediate task of the new coalition is to replace the Speaker of the Knesset with a permanent appointment on their behalf, and the Likud is waiting to receive the signatures of all representatives of Torah Judaism, after which they will forward the request to the Knesset Secretariat, in order to set a date for voting on the new Speaker of the Knesset.

The current speaker of the Knesset, Miki Levy, must convene the plenum in favor of the vote within a few days, but if the Likud delay in submitting the request, it is possible that setting the debate on the issue will no longer be on the agenda for the coming week.

In the meantime, it is still not clear who the Likud candidate will be for the position, but the leading candidates as of now are Knesset members Amir Ohana, Ofir Akunis, Yoav Kish or Danny Danon.

After the new Knesset Speaker takes office, the Likud is planning a legislative marathon that will qualify some of the agreements required for the establishment of the coalition, such as changing the Basic Law of the Government in favor of Deri, which will allow his appointment as a minister, as well as updating the police order according to the demand of the designated Minister of National Security Itamar Ben Gvir.

Only after the completion of these two phases, and on the assumption that Netanyahu will sign all of the full coalition agreements with all of his partners, will it be possible to set a date for the swearing in of his sixth government, and according to estimates, this will not happen before the middle of next week or even at the beginning of the week after that, that is, in the second half of December and even It may be postponed until the end of the year.
