The Russian president tried in every possible way to distance himself from the decision to withdraw from Kherson: not surprisingly, the announcement arrived on TV, but it was General Surovikin – commander of the forces in the field – who “advised” the Defense Minister Shoigu to withdraw from the city; at that point, Shoigu “accepted” the suggestion and gave the order to the troops. “It was the Defense Minister who made the decision, I have nothing to say on this point,” said Putin’s spokesman, Dmitry Peskov.

“The Kremlin tries to make the army appear responsible for what happened. But it was President Putin who ordered the invasion of Ukraine. What he calls a “special military operation” was his idea. And distancing oneself from any aspect of this operation will not be easy, ”Rosenberg writes. “There is a danger for Putin in this situation: a danger that existed before the retreat from Kherson. The events of the last 9 months risk changing the way Putin is seen at home: not so much by the public, but – and this is crucial – by the Russian elite, by the people around him, by the people in power. For years they have seen Putin as an infallible strategist, as someone who always stands out as a winner. They considered him the cornerstone of the system they are a part of, and which was built around him. But the victories are scarce, from February 24 to today.
