BOLZANO. It changes. The April 1st they come into force throughout Italy and also in South Tyrol the updated rates linked to the new LEAs (essential levels of assistance), for exams, interventions and outpatient visitsapproved last April by State-Regions Conference After 6 years of waiting. The president announced it at a press conference Arno Kompatscher: «We have no room for manoeuvre, just as the other regions don’t have it. We must apply them, along the way we will see if and what corrections to make. We have a transition period of two to three months ahead of us which could be complicated.”

Major cuts to private individuals

They announce themselves major cuts for MRI reimbursements – in Alto Adige they are provided by agreement 25/30 thousand a year – eye exams and cataract operations (approx 1600 the year). Accredited private individuals put their hands forward. They may renounce the provision of some services in agreement with theAsl because some tariffs – scaled down – are unsustainable. All of this risks translating into an exponential increase in public waiting lists or, for those who are able, into an outlay for paid analyzes and specialist outpatient services.

Alessandro Bonvicini – administrative director of the clinic in via Pacher – e Rupert Walder – general manager of Melitta Clinic – speak on behalf of their colleagues: «We are all waiting for the new price lists. The Province should send them any moment now, but it is already too late to change the organizational machinery. If cataract surgery falls below 900 euro and there is also an important cut on magnetic resonance imaging, we will be forced to give up. We can’t tolerate excessive downsizing, also due to inflation which is higher here than in the rest of Italy.”

«We risk having to stop eye exams – says Bonvicini – I remember that the Province allows us one cataract operation every ten visits. We, for example, to carry out 375 cataracts we must ensure 3.750 visits. We are no longer in the expense.” «In Alto Adige – specifies Waldner – i costs are 30-40% higher than national onesit is unthinkable to say yes under certain conditions.”

Technical tables and meetings

The health councilor – Hubert Messner – plans to open a technical table with interested parties to address the issue while theOrder of doctors called a meeting with private individuals.

Kompatscher speaks of a huge challenge for the healthcare system of all regions: «This is an important step that had to be made, no one has ever questioned it, because we cannot move forward with an outdated system, which does not take account of many developments in medicine. It wasn’t a discretionary choice, we can’t decide what to do, we hope that everything goes well, but it depends on many factors.”

The president also admits that «For certain services a cut is foreseen, because modern medicine allows these costs to be classified differently, there are also new services for which the tariff, recognized as more expensive, increases». The president also makes it known that Messner has just met with the affiliates to explain to them that the Province has no room for maneuver and will have to adopt the nomenclature like the other regions.

«I imagine that there may be some revisions, also at the level of the State-Regions Conference, based on the first experiences that there will be and on the monitoring that is foreseen by the project. We will do everything possible to exclude negative repercussions on the population.”

In the 2022 they were Lombardy, Lazio and Molise spend the most on the private sector side. Against Valle d’Aosta and the province of Bolzano spent less.
