To finance the expenses associated with the economic reactivation, the response to the emergency and the imminent danger due to the occurrence of the El Niño Phenomenon (FEN) for 2023, the supplementary credit for more than S/ 5,000 million requested by the Executive Branch was made official. to the Congress of the Republic.

Through Law No. 31912, which was published this Friday in the Legal Standards of the newspaper El Peruano, a series of measures and authorizations necessary for the development of activities of various entities at the three levels of government are provided, to contribute to budget management. and in human resources matters during Fiscal Year 2023.

According to the Ministry of Economy and Finance (MEF), this is a set of measures that, added to the ongoing actions of the Con Punch Peru 1 and 2 reactivation plans, total an amount of S/ 13,821 million.

“We continue to prepare to face the El Niño phenomenon and the risks it brings. This supplementary credit will allow more resources to be injected, and let us remember that more than S/ 4,000 million have already been invested in preparation for this weather event,” said Alex Contreras, head of the MEF.

He added that the measures considered for this supplementary credit are aimed at preparing for the FEN Global emergency, the fight against anemia and support for vulnerable populations, sectoral and regional reactivation, among other actions, in the midst of an economic recession. .

According to the norm, a housing rental voucher was considered for emergency, for which S/ 207 million is allocated.

This is a subsidy of S/ 500 for the care of approximately 17,152 families nationwide, for two years, who have been affected by natural disasters and their homes are partially or totally affected (uninhabitable).

Air Fleet in Peru

Likewise, to reinforce immediate response actions in response to possible emergencies within the framework of the FEN Global, it was approved to strengthen the Air Fleet in Peru with a budget of almost S/ 210 million, in favor of the Ministry of Defense.

This will finance the execution of the investment project for the acquisition of a military transport aircraft; in air group No. 8 in the town of Callao.

Regional governments

The implementation of authorizations was also established so that regional governments can effectively use up to 50% of the resources transferred from the Regional Compensation Fund (Foncor) for the financing of interventions linked to the emergency.

These authorizations will expedite the management of resources destined to respond to disasters caused by the FEN.

Prevent river precipitation

In addition, a supplementary credit was considered in favor of the National Water Authority and the Ministry of Agrarian Development and Irrigation for S/ 92.5 million with the purpose of financing the execution of investments for the implementation of structures in streams, aimed at reducing risks. , vulnerabilities, damages or impacts due to high river rainfall.

They will even be included in the execution of cleaning and clearing activities in river channels and streams, including the protection of banks with rock or rock capping and the placement of geotextile preparation and response bags aimed at reducing risks, vulnerabilities, and damages. or impact due to the possible occurrence of FEN.

S/ 277 million were added to the approved emergency preparedness measures of the FEN Global to finance preventive, mitigation and care actions for victims at the national level, charged to the Contingency Reserve.

Support for vulnerable population

In support of vulnerable groups of the population, the law considers S/ 22 million to expand the coverage of the granting of the S/ 200 bonus for orphanhood to 15 thousand girls, boys and adolescents, with which the target population served will from 47% to 60%.

The Alivia Network is also strengthened and expanded, which provides guidance, assistance, support, accompaniment and monitoring for access to public services to more than 12,000 citizens with disabilities in the cities of Cusco, Huancayo and Trujillo, among others.

Likewise, S/ 175 million were allocated for supervision and provision of the School Food Service (SAE), which is provided by the Qali Warma National School Food Program, for the benefit of more than 4 million students nationwide throughout the calendar. school.

It also considers, as a strategic measure, S/ 17 million to expand the Early Childhood Transfer of the Juntos Program for the benefit of more than 92,000 households with pregnant women registered up to the first trimester and newborns registered within the first 30 days of the infant’s age; which consists of the delivery of an additional incentive of S/ 50 for compliance with co-responsibilities linked to health, nutrition and development.

In order to strengthen the fight against anemia and malnutrition, S/ 36 million were allocated to increase home visits to the 879 districts that concentrate more than 90% of children nationwide in order to promote the timely consumption of iron supplements. .

In this way, 169,000 boys and girls from 6 to 12 months of age will benefit, especially in poverty, who will receive three home visits monthly.

Sectoral reactivation

Among the sectoral reactivation measures is the strengthening of the naval industry, which will generate more than 8,000 formal, direct and indirect jobs.

To promote public and private investment for the port hub, the law includes S/ 18 million for the financing of public investments in favor of Chancay, Ancón and Callao, as well as for the formulation of urban development and territorial conditioning plans that enhance and complement private initiative for the benefit of the population.

“The supplementary credit considers resources for the port hub, including issues concerning the port of Chancay, which will be the largest in Latin America and the third largest worldwide,” said Minister Contreras.

Boost to mypes

On the other hand, it is proposed to promote production by strengthening productive chains in fishing, aquaculture, MSEs and industry activities.

To achieve this, among other aspects, this strategy contemplates promoting 30,000 business formalizations and 500 mypes trained in management, the implementation of four Digital Productive Development Centers (CDPD) for the CITE Network, as well as the supervision and control of hydrobiological resources.

Likewise, resources are included to finance activities and actions for cultural management and promotion from entities in the sector such as the Historical Sanctuary of Machu Picchu, various authorizations that will promote the development of activities and the execution of priority investments in the health sectors. and education, among other actions.
